Since 2005, the Ile-de-France region has decided to support the development of labelled research programmes such as “Domains of major interest” (DIM) for which proponents are encouraged to organise themselves into networks.
One of these domains is “Complex software and systems”. This field is also very close to the System@tic competitive cluster, of which the Ile-de-France regional council is one of the financiers.
Furthermore, the Ile-de-France Region gives very substantial support to Digiteo constructions, alongside the Ile-de France’s departmental council and the urban area of the Saclay Plateau.
Digiteo assembles a very big part of the research community of the Paris region’s STIC (Information and Communication Technologies and Sciences), and has a legal structure, the Fondation de Coopération Scientifique (Foundation for Scientific Cooperation).
The Ile-de-France region has entrusted Digiteo to implement the DIM for the whole of the Paris region.
The working methods are the subject to an annual agreement between the Ile-de-France Region and Digiteo. In 2007 and 2008, a request for proposals was organised for this agreement.
A request for proposals composed of two parts:
- A “Digiteo project” part, appertaining to research teams involved in the network, and which are jointly financed by Ile-de-France Region credits and Digiteo’s own credits.
- An “outside Digiteo projects” part, which is financed by only the Ile-de-France Region.
Requests for proposals are organised by the Digiteo Programme Committee, which takes the precaution of requesting assessments for each project with experts from outside the Paris region, so as to have a maximum guarantee for remaining neutral. Agreements are drawn up between the Foundation for Scientific Cooperation, Digiteo’s legal structure, and companies participating in the project.
The Ile-de-France Region organises an assessment for each DIM.
